At the recent CVRD meeting, a comprehensive review of the district’s asset management maturity was presented, highlighting current challenges and future goals. The Asset Management Division, led by Neil Pukesh, introduced a six-box model framework for evaluating the maturity of various asset management practices across departments. The model includes key areas such as strategy and planning, decision-making, life-cycle delivery, asset information management, organizational culture, and risk management.
The presentation revealed that while some departments like Facilities Management and Utilities are well-equipped and score high in terms of competency, others such as the Fire Services and Parks and Trails require further development. The report laid out a roadmap for raising all departments to at least a “developing” stage of maturity within the next three years, with some departments aspiring to reach full competency.
Pukesh highlighted the importance of this plan for achieving sustainable service delivery, improving long-term financial planning, and optimizing capital investment decisions. The goal is to provide a solid foundation for evidence-based and risk-informed decision-making, ensuring that all assets are well-maintained, reducing the risk of unexpected failures or costly repairs. The next phase involves updating asset management policies and obtaining board approval for a refined strategy.
Several board members raised concerns about the public’s understanding of asset management, particularly the financial implications. Director Morrison emphasized the need for public education, pointing out that many residents are unaware of the long-term costs associated with managing the district’s assets. In response, Pukesh suggested developing infographics and online tools to communicate the importance and cost of service delivery and maintenance programs to the public.
The board unanimously supported the roadmap, viewing it as a critical step toward improving infrastructure management across the district.
